In each session, after the presentation, participants will work in groups of five. The group work involves assessing the achievements in terms of the potential advantages and disadvantages of the local government system in a given country. It is worth paying attention to such issues as cohesion, transparency, ethics, democratization, decentralization/centralization, collegiality/one-person structure, and the size of the administrative apparatus. The provisions of the European Charter of Local Self-Government will be particularly helpful in this assessment.
After deliberating and issuing opinions, the group presents its position to the general forum. A different person presents the presentation each session. The instructor evaluates the group's conclusions.
